Respondents were generally positive about the proposed vision for foster care but some felt it would be difficult to achieve because of funding or foster carer experience. The establishment of a National Register of Foster Carers was supported, while over four fifths felt independent fostering agencies should have the status of a charity, policies now reflected in the Children (Care, Care Experience and Services Planning) (Scotland) Bill.
